The Bill Blackwood Law Enforcement Management
Institute of Texas is pleased to announce the "Newly Elected Constable School."
A recent act by the Texas Legislature has mandated that "a newly appointed
or elected constable shall complete the initial training program for new
constables not later than the second anniversary of that individual's appointment
or election as constable." This mandate "applies only to an individual newly
appointed or elected as constable who takes office on or after January 1,
2006." LEMIT is honored to be hosting this training for newly elected or
appointed constables of the State of Texas.
To better explain:
- This training is solely for newly elected or appointed constables of
the State of Texas that took office on or after January 1, 2006 and those
constables who are required to complete this training have two years from
that first day in office to complete the training.
- The term "newly elected or appointed" means first time on the job as
a constable; constables who continue to win re-election while they are
newly elected, do not qualify for this course nor do they need it because
they have been on the job of constable before.
- If constables have held the office of constable anytime in the past
and return to being a constable either elected or appointed after employment
elsewhere, they do not have to take this course nor do they qualify.
- If you consider yourself fairly new to the job of constable but took
office before January 1, 2006, you are not required to attend this course;
however, if you would like to attend, please contact us about possible
registration.
- Once a newly elected or appointed constable completes this training,
they will never have to take this course again.
The NEC school will begin at 8:00
a.m. on Monday morning and will conclude no later than 12:00 noon of that
Friday. Each day will have instruction from 08:00 a.m. to 5:00 p.m., with
a one hour working lunch break from 12:00 noon to 1:00 p.m.
The course curriculum is: Role
and Duties of a Constable, Internal and External Liabilities, TLETS/TCIC/NCIC,
Intergovernmental Relations, Ethics, Courtroom Security, Citations, Evictions,
Writs, and Office Operations.
This training is completely free
of charge for those who are mandated to attend. LEMIT will provide complimentary
morning, lunch, and evening meals, snacks, classroom materials, and lodging
if your travel distance is over 30 miles from the training site.
Travel reimbursement is dependent
on means of travel:
- personal vehicles: constable will be reimbursed for mileage at the state
rate
- county and agency vehicles: travel reimbursement only if gasoline is
at personal expense
- air travel: for those traveling in from over 250 miles, you may be reimbursed
for air travel however, the ticket must be coach and must be scheduled
no later than 14 days prior to the flight.
- rental cars will not be reimbursed or paid for by LEMIT
- parking: parking is provided in the University Hotel parking lot or
the lot north of the LEMIT building free of charge, parking stickers will
be provided.
