International Police Program
Letter from Kelsey Ray Hines, Sergeant of Police, Southeast Patrol Division, DPD

Dear Director Martinez,

I would like to thank you for selecting me to attend the 2006 Poland Study Abroad Program. I hope that this was the first of many more professional training and educational opportunities in my future. The International Police Program Brochure does not adequately describe the engagement of the senses that occurred on many levels during my trip abroad. The tour allowed me refocus on law enforcement, international perspectives of criminal justice practices, cultural diversity. The tour also renewed my desire to positively contribute to law enforcement and served as another anchor in believing in the positive naturre of humanity.

The Polish National Police demonstrated that a "unified command" and the concept of "best practices" could be applied in several disciplines. The Poland Tour emphasized to young students and seasoned law enforcement veterans that quality education and training never ends and that people are always your best asset. I will continue to share the knowledge gained through the excellent classes, presentations, discussions, demonstrations, and overall participation with the Polish Police School Staff at Slupsk and the People of Poland.

If I never return to Poland, I hope that anyone contemplating travel to Poland; expreince the hospitality of a great nation. I am sure that those that go to Poland will leave there also with an understanding that "oppression" in any form never endures because Poland has not just persevered, it has prospered.

Sincerely,

Kelsey Ray Hines, #4721
