Leadership Command College (LCC)

The Leadership Command College(LCC) is the most comprehensive program offered by the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT). LCC is designed to provide police executives with the knowledge and skills necessary for successful leadership in a modern law enforcement agency. The program consists of three 15-day instructional modules, selected reading assignments and a comprehensive Administrative Research Paper (ARP).

Instructional Curriculum

The instructional curriculum is a careful balance of proven management practice and sound academic research. The curriculum is divided into three broad content areas: Leadership and Management Principles; Political, Legal and Social Environment; and Law Enforcement Administration.

The Program Overview is a new and revitalized Program Overview has been established as a pre-requisite for Leadership Command College. The Program Overview is required as part of the criteria for being selected to attend LCC.

Module I is held at the Mays Center for Executive Development on the campus of Texas A&M University in College Station. The overall focus of Module I is on management principles with a particular emphasis on leadership.

Module II is held on the campus of Texas Woman's University (TWU) in Denton. Instruction at this module is coordinated through TWU's Department of History and Government. Module II focuses on the political, legal and social environment of policing and personal wellness.

Module III, the final 15-day instructional module, is held at the Bill Blackwood Law Enforcement Management Institute of Texas on the campus of Sam Houston State University. The overall focus of Module III is on law enforcement administration and leadership.

NEW! Module IV has been developed to provide further training opportunities for those who have graduated from the LCC program. This training is an educational extension of the LCC program and is not required for graduation. The module is conducted twice per year. The one week block of 40 hour instruction will take place at Sam Houston State University in the Blackwood LEMIT building. The focus of Module IV will be continuing leadership development which will enhance previous training received in Modules I-III.

Administrative Research Paper

The Administrative Research Paper (ARP) is an integral part of the Leadership Command College program. The objective of the ARP is to provide participants with an opportunity to develop applied research and communications skill necessary for success at the command or policy level. The focus of the project is directed at issues relevant to contemporary policing. The ARP is supervised by the LEMIT staff at Sam Houston State University.

Assigned Readings and Textbooks

Numerous articles, monographs and textbooks are assigned by individual instructors throughout the program. These assignments are designed to enrich and complement classroom instruction as well as to provide the participant with supplemental reference material.

Program Certification and Accreditation

The LCC program, like all other LEMIT programs, is approved by the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE). Participant completion rosters are submitted for a total of 470 training hours after successful completion of all modules and the Administrative Research Paper.

Progression through the LCC Program

Participation in the LCC program is intense and demanding. While in residence, participants are expected to be in class all day and sometimes well into the evening hours. Between modules, participants are expected to make regular progress on their Administrative Research Paper. This requires a substantial amount of focus and discipline. Each module is offered four times a year.

Newly admitted participants are required to complete Module I within one year of their admission date. Participants are encouraged to complete the program within two years after attending Module I. Most serious participants complete the program well within this time frame.

Admission Process and Requirements

Admission to the Leadership Command College is limited to active employees of public law enforcement agencies with at least five years of full-time, paid experience. Costs

Lodging, meals, fees tuition, instructional materials, books, and related supplies are provided at no cost to either the participant or the agency. All lodging is single occupancy. Further, the Institute will reimburse participants on an individual basis for personal travel expenses while enroute to and from an instructional module.

LCC Worldwide

Openings are available in the LCC modules for qualified participants residing outside the state of Texas. an administrative fee to cover tuition, books, supplies, lodging, meals and miscellaneous expenses is required. The sponsoring agency will be responsible for round-trip travel expenses.
