In 1997, the Texas Legislature passed HB 1881, which established police chief training in Texas. The bill provides that all persons who become chief of police after January 1, 1999, are mandated to attend eighty hours of training under the auspices of LEMIT. The New Chief Development Program (NCDP) was established to provide this training. Designed for police chiefs in their first two years on the job, the NCDP addresses the professional development and job-related skills necessary to perform successfully in the police chief role.
Part I is a forty-hour session held in Huntsville three times each year. This training is required for first-time chiefs. The curriculum of the NCDP was developed following a survey of police chiefs and new police chiefs, regional focus groups, and two pilot courses.
Part II is a forty-hour session provided through the Texas Police Chief Leadership Series. Attendance in the Texas Police Chief Leadership Series should follow attendance in the New Chief Development Program. Completion of both forty-hour courses within 24 months of being appointed/elected enables the first-time chief to satisfy the eighty hours of new chief training mandated by HB 1881. New police chiefs in Texas departments now have an excellent opportunity to receive quality executive training tailored to their needs early in their new positions.
