The Leadership Command College (LCC) is the most comprehensive program offered by the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT). LCC is designed to provide law enforcement executives with the knowledge and skills necessary for successful leadership in a modern law enforcement agency. The program consists of three 15-day instructional modules, selected reading assignments and a comprehensive Leadership White Paper (LWP).

The instructional curriculum is a careful balance of proven management practice and sound academic research. The curriculum is divided into three broad content areas: Leadership and General Management Principles; Political, Legal and Social Environment of Law Enforcement; and Law Enforcement Administration.

The Program Overview has been established as a pre-requisite for the Leadership Command College. It is an on-line (distance learning) course and is required as part of the criteria for being selected to attend LCC.

Module I is held at the Center for Executive Development in the Mays Business School on the campus of Texas A&M University in College Station. This Module emphasizes leadership and general management principles. The curriculum also includes an intensive communication component oriented for law enforcement executives.

Module II is held on the campus of Texas Woman's University (TWU) in Denton. Instruction at this module is coordinated through TWU's Department of History and Government. Module II concentrates on the political, legal, and social environment of contemporary law enforcement. Special attention is paid to the enhancement of executive wellness.

Module III, the final module, is held at the Bill Blackwood Law Enforcement Management Institute of Texas on the campus of Sam Houston State University. The overall focus of the Module is law enforcement administration. The Module is held for 15 business days during a three-week period and concludes with a graduation ceremony.

Module IV has been developed to provide further training opportunities for those who have graduated from the LCC program. This training is an educational extension of the LCC program and is not required for graduation. The one week block of 36 hours instruction takes place at Sam Houston State University in the Blackwood LEMIT building. The focus of Module IV is continuing leadership development which enhances previous training received in Modules I-III.
