The Law Enforcement Management Institute of Texas is a conduit for providing the latest information available in the field on topics of importance to law enforcement officers. In addition to our professional development programs, LEMIT offers resources from researchers and professionals on emerging issues facing agencies as well as contacts for our partners who specialize in key areas of practice. The Publications page highlights reports developed by LEMIT on critical state and federal mandates as well as research projects from Leadership Command College graduates on policies, practices and programs in Texas. The Resources page provide links to our partner organization who can assist law enforcement officers to stay connected with prominent organizations in the field.

Publications

The Bill Blackwood Law Enforcement Management Institute of Texas and its participants have produced a series of publications that address key issues facing law enforcement in the state. The following documents are available below.

  • Leadership Command College White Papers
    As part of the Leadership Command College, each participant is required to produce an academic style paper on law enforcement policies and practices of their choice. These "white papers" are searchable by topic at the Newton Gresham Library.
  • Legislation Mandate
    The Texas Legislature delegated the Law Enforcement Management Institute of Texas to develop model policies and procedures to guide agencies in the state on topics of importance in the profession. In addition, the College of Criminal Justice was one of the agencies selected by the National Institute of Justice to study unsubmitted sexual assault kits, which led to a series of reports and initiatives to improve the investigation of sexual assault cases at the Houston Police Department. The policies and practices and a report from the Houston sexual assault research group can be found below.
